이 자리에는 정병국 회의원, 군수, 의회의장, 수도기계화보병사단장, 66사단장, 미 2사단장, 40사단장, 40사단참전용사회장, 미 참전용사 등 내빈과 함께 참관인 250명이 참석해 자리를 빛냈다.
박승춘 국가보훈처장은 다음과 같은 축사를 전했다.

가평전투가 6․25전쟁에 미친 역사적 의미를 재조명하고, 미 제2사단 및 40사단의 공적을 기리기 위하여 「한국전 참전 기념비」를 건립하게 된 것을 매우 뜻 깊게 생각합니다. It is very meaningful that the Korean War Memorial is established to re-highlight the historical impact of the Battle of Gapyeong on the Korean War and to honor the military achievement of the 2nd Division and the 40th Division of the U.S.
가평 참전비를 건립하기 위해 애쓰신 최승성 한국전쟁 맹방국 용사 선양사업회 회장님과 정병국 국회의원님, 김성기 가평군수님을 비롯한 관계자 여러분의 노고에 감사드립니다. I extend my thanks to 최승성 한국전쟁 맹방국 용사 선양사업회 회장님, National Assemblyman Jung Byeong-guk, Gapyeong-gun Governor Kim Seong-gi and people of Gapyeong for your support to build this memorial.
오늘 이 자리에는 66년 전 가평지구 전투에 참전하셨던 미국 참전용사와 유가족들이 함께하고 계십니다. 6․25전쟁의 영웅들에게 경의를 드리며, Lawrence A. Haskins 미 40사단장님과 Brant W. Jett, Sr 미 40사단 참전용사회장님을 비롯한 내빈 여러분들께도 깊은 감사를 드립니다. Today, we are here with honorable veterans who fought in the Battle of Gapyeong 66 years ago and bereaved families. I pay tribute to these heroes of the Korean War, and express sincere gratitude to 40th Infantry Division Commander Lawrence A. Haskins, President of the 40th Infantry Division Veterans Association Brant W. Jett, and other distinguished guests for being here with us.
6․25전쟁은 우리 역사상 가장 큰 위기였습니다. 우리 국민에게 너무나 큰 상처를 주었지만, 미국을 비롯한 UN의 참전과 UN참전용사의 희생이 있었기에 대한민국을 수호할 수 있었습니다. The Korean War was the biggest crisis in Korean history. The war brought about too much pain to Koreans. Yet, Koreans were able to defend the country thanks to the dedication and sacrifice of the UN forces and veterans.
UN군은 3년간의 6․25전쟁 기간 동안 수많은 전투에서 목숨 바쳐 싸웠을 뿐만 아니라 곳곳에 고아원과 학교, 병원을 세워 우리 국민의 아픔을 치유하고 희망과 용기를 심어주었습니다. The UN forces fought countless battles risking their lives during the three years of the war. Not only that, they established orphanages, schools, and hospitals across the country to help Koreans heal the wounds and have hope and courage again.
6․25전쟁 당시 미군 2사단과 213야전포병대대원들은 서울-춘천 간 주 보급로였던 가평을 사수하기 위해 목숨을 걸고 싸웠습니다. 이분들의 희생으로 적의 공세를 막아내고 전략적 요충지를 확보할 수 있었습니다. During the Korean War, the 2nd Infantry Division and the 213th Field Artillery Battalion risked their lives to defend Gapyeong, the main supply line between Seoul and Chuncheon. Their sacrifice made it possible to defeat enemy’s aggression and secure strategic positions.
그리고 가평에 주둔했던 미 40사단 장병들은 전쟁터 천막 교실에서 공부하던 아이들에게 꿈을 이룰 수 있는 학교를 선물해주었으며, 매년 가평고등학교 졸업식에 참석하여 장학금을 지원하는 등 60여년이 지난 오늘날까지도 소중한 인연을 이어오고 있습니다. The servicemen of the 40th Infantry Division built a school for Gapyeong children who had to study in tents. In addition, they have continued their beautiful connection by attending the commencement ceremony of Gapyeong High School to award scholarship every year.
미국을 비롯한 UN참전국의 젊은이들이 인류애를 실천하며, 낯선 나라의 국민을 위해 목숨을 걸고 자유와 평화를 수호해 주었기에 오늘날 우리 대한민국이 존재할 수 있습니다. Today, the Republic of Korea proudly exists thanks to young service men from UN member countries including the U.S. who put into action their love for humanity, and risked their lives to protect freedom and peace for people in a far, strange country, during the Korean War.
우리 정부와 국민은 대한민국의 발전이 UN참전국과 참전용사의 희생과 공헌 덕분임을 항상 기억하고 있으며, 이에 보답하기 위하여 많은 노력을 기울이고 있습니다. The government and people of Korea always remember that Korea’s miraculous development has been possible thanks to the sacrifice and dedication of the UN forces and veterans. We have made efforts to repay their dedication.
정전협정일인 7월 27일을 정부기념일인 ‘UN군 참전의 날’로 제정하여 매년 온 국민이 UN참전용사의 공헌을 기리고 있으며, 재방한 초청, 참전국 현지 위로․감사행사, 후손 초청 평화캠프 추진 등 다양한 사업을 추진하고 있습니다. The Korean government has designated July 27 of the Armistice Day as the UN. Forces Participation Day to pay tribute to the sacrifices and devotion of UN. forces and held various events and programs such as revisit of Korean War veterans, thank you events in veterans’ countries, and peace camps for descendants of Korean War veterans.
앞으로도 대한민국 수호에 기여하신 UN참전용사님들을 명예롭게 해 드리며, 은혜를 잊지 않고 보답하기 위해 지속적으로 노력해 나갈 것입니다. We will continue to honor and remember Korean War veterans who contributed to defending Korea, and will try to return their commitment.
여기에 세워지는 「가평 미국 한국전 참전 기념비」가 그 소중한 약속의 징표가 되기를 바라며, 대한민국 국민의 감사와 추모의 마음을 이 비에 바칩니다. I hope that the U.S. Korean War Memorial in Gapyeong is a symbol of such promise, and I express deep gratitude and tribute to the memorial"
